Answer:

A higher electronegativity means that the element/atom has a very strong tendency to attract shared electrons, making it very reactive. Higher first ionization energy only makes the nonmetal less reactive, since the pull on the valence shell is closer to the nucleus and you need more energy to pluck the electron out.

Perhaps you meant lower first ionization energy?
